Yeah I don't see it as Rachel (and Cara for that matter) played scared as much as they're playing too defensive. "Target": isn't even the right word to use for the people with stars because people aren't necessarily throwing them into elimination; anyone who wins any elimination can steal a star, so unless you win every daily your star is always vulnerable. It's more about being in the right position toward the end of the game.
Right now, I see the house dynamics as Kamroy's side vs The mean girls side. The smarter players are sitting in the middle, not showing their hands, and giving one or two players just enough subtle support to not be collateral damage. It's kinda of crazy how some of these OGs let Kam come into the house and start running things. She's not even really politicking. She is just stating what she wants and people are giving it to her.

Kam has always had that attitude. It was kind of cute when she was a rookie simply because it was nice to see someone who didn't bow down to the vets, but over time it's gotten tiresome because, as you note, she's ultimately never done enough to earn the attitude.
I would like to know more about Rachel's thought process, but I can see where having a guy on her side is beneficial. Steve certainly has a better shot at doing well in challenges than Veronica, so he's good to have on her side. It might also be that she spoke with Tina, and Tina was fine with the plan.

Rewatching the episode I do think this vote situation is being blown out of proportion. I can see why Kam would feel slighted because she thought Cara would side with her over Rachel due to their history and friendship but I also see where Cara is coming from where it doesn't really matter because Kam is getting her way with Ayanna going against Rachel and Cara's vote truly meant nothing at that point. I think a simple conversation could've squandered any long lasting affects for their game dynamic
