I don't think it makes Tori a flop overall and personally have never said it does, but at the same time she's come in last in 57% of her finals and that does mean something. To some degree she's weak in finals.
It's funny that Cara didn't even make the final and we're talking about Tori getting last. Cara has been to 9 finals and won 2. She was last on Cut Throat, 4th on Final Reckoning, 5th on WOTW. The point is you can pick apart anyone's final performance to make the argument you want.
I would still put Cara on Mt. Rushmore over Tori, at the moment, but I think that can easily change as we see them on more seasons together.
Cara wasn't last on Cutthroat. Her team finished 2nd out of 3 teams in the final. Additionally 2 of her teammates - Abram and Sarah - DQd during the final as they struggled with the heat/final, whereas Cara did not DQ.
Cara was 5th on WOTW because they didn't separate men and women (of course she also won Vendettas when there was no separation). She came in 2nd for the women (and also beat Hunter). Has Tori ran a final where the men and women weren't separated?
And yes she was 4th in Final Reckoning, which is her only true last place finish in a final. She was also paired with Marie in that final and was against 3 male/women teams in that final.
You are really stretching in trying to bring those up as negative results for her.

I don't know that I'd say Evelyn's Rivals win over the pairing of Laurel/Cara is worse than Rachel winning Gauntlet as part of a huge team or even Rachel winning Duel II over Brittni and Aneesa, but ok...I love Rachel and this season 40 win is iconic!

And she only won Bloodlines because she had a strong partner. If Tori had strong partners, group finals, and had everything boil down to one puzzle I'm sure she'd have more second places too.
