Yea you can pay money to make your twitter following go up. It's mostly fake/inactive accounts but it's apparently supposed to look good for people who want to be models or actors and maybe other things. It shows that they have a big following *rolls eyes*. I don't really know how well that works but a lot of people actually do it. No idea if Jenna has done it recently though but I know a while ago she had like 30,000 followers and the jumped to like 80,000 the next day (just an example idk the exact numbers).

I doubt she has buy likes for all of her pictures, that likes she gets seems consistent with people that has around the same following as her.
