You don't need to make big games to play the game. Ryan has always tried to make it far in the game. As a weak competition he has to play a certain kind of game. Clearly Jenn lead the gameplay on FM2 but he played a solid game just like he did on AS4. Relationships matter more than even now. All 3 of those are better options but Ryan is harmless. He's a background character unlike Frank and present day Shane. He checks a box.
