Amber wasn't really a vet and didn't start the game with them. They had their numbers and she just likely wasn't a part of it. I don't think it was targeting her as a threat just that she wasn't important to them as a number.
CT and Ashley were probably part of the core that pushed the vets to stay strong and aligned.
