Not really, Dee also has a season win and the same amount of elimination wins as Tori and she isn't considered an elite. Even Ashley/Cara aren't considered elite by most of the fanbase.

Fans maybe split on whether they like cara but I've never seen a single person ever say she isn't elite. If someone does, they should never discuss this show again
I've never seen anyone call her elite. You can't be elite when twice you've been on female/female team and the #2. And Paula twice was the better #2. Is Paula elite? Cara improved as her challenge career went on but she's never been on the level of Evelyn Laurel Emily S or any other elite girl. This is the equivalent of saying Ashley or Veronica were elite. The bar for elite is high. Cara is a great competitor but not close to the best girls ever.
Oh and for the record Tori wouldn't even be in the discussion for elite.

Personally the only girls i truly consider elite are Evelyn, Rachel and Laurel and a lot of that has to do with that they are 3 of the most natural athletes we have seen on the show and someone like Laurel for example still is dominant even when they show up out of shape

She sat back and allowed Shane to make all the decisions on Invasion which is smart on her part. On FR she never had any power because of Zach

And she carried her team to the win the other day with a puzzle challenge. She stepped up right on her team's 3rd win after giving successful orderers and said "I'm the captain now." Her team has not lost since. 6 daily wins omg

In my rankings Evelyn, Laurel, Emily and Camila are the only ones ahead of Cara, not sure where Ashley goes in my rankings if she wins a third season
Lets be real Ashley's not even close to those other women
Emily is overrated Sarah,Susie,Jodi,Rachel are all better than her
