If they were completely in charge of the list, they'd have picked other people to go. Like reportedly they wanted Veronica because of their partnered season but V and CT both said no. MTV said they weren't going to pay past a certain amount so the list was limited.
That small guest list makes sense anyway. CT has known Derrick and Shane for over a decade, Cara's family is close to CT's (she went to dinner with his sister when she was in Boston right before the shutdown), Leroy and Tony are some of the few ~newer guys for CT to get close to, and Wes and CT have been friends since their Rivals season.
I'm not saying CT is super close to any of those guys or that he doesn't have other friends who didn't go but it's weird to think MTV would shell out for Derrick to show up over many other people if they dicated the guest list completely.
