They could. I'm fine with the 38 champ being left out even if its Lauren or someone that could be useful
I met a Survivor who is not a winner who said they are being considered for 40 and that production is deciding between a couple of themes. I also hear that Rich is a no for all winners BUT I highly doubt that, I would be shocked if they didn’t have the OG winner on.
My initial winner board (though from what I'm hearing, I would just remove s38 and s39 winners, I had s38 on just because I thought they were a lock) taking into account 3 criteria: 1) How likely each was to win. 2) How likely they were to be cast. 3) How hpappy I would be if each won.

Because I would bet the season 38 winner is Julie or someone boring like that and Probst is not a fan so they are not being made a priority and will not be on. If Probst liked the season 38 winner you better believe they would be on.

Omgsh please anyone but Ben. Mike is a unique winner in that he basically comped out and won 5 out of 6 Individual Immunity's in a row and the 1 he did not win he played his idol. He is one of the most original Survivor winners so I hope he is back. Ben is the most blatant riggage I have ever seen on Survivor. I really hope he is not. Who out of fans is asking for his monotone *** back?

i feel like they would definitely want Rick on S38 though but i guess maybe he declined but ugh let’s hope that doesn’t happen. for me Julie got so much screentime pre-merge even though she never went to tribal? kinda similar to Michele so that’s why i think she’s winning
Production must want men to always win or a young model looking girl. Production needs to step back and also start casting different people instead of the same archetype but one can dream.

Casting is a lot different now. It was Lynne Spellman who always tried to cast Parvati wannabies and she's gone now. Probst is supposedly having a bigger hand in casting now so it's probably going to be alpha males & gamebots, and then CBS will force them to bring a few hot young girls

Her or Victoria are my top picks. Julie's edit is strange, she has episodes where she's running the show, the merge episode was the Julie episode, then she has ones where she's having break downs at tribal council.
We don't see much of her individual game, mostly it's Ron & Julie where as Victoria even when she's undershown, is often mentioned, we are told how much people trust her and want to work with her
