It's possible she feels self consious about her not liking being touched and doesn't want to potentially ruin Dan's life over something that maybe she only feels strongly about because she's not comfortable with physical contact.
Jamal is one of the most wellspoken people ive ever seen on this show. Not even like based on vocabulary....just the way he breaks down the topic at hand.
Both sides weaponized what Dan was doing and they both deserve to be labeled the same way. The only innocent party in this is Janet.
