The reason he wasn't in more episodes, was because of the scandal that was going on. It happened the last few months, while Charlie was there, and they couldn't use any footage. He did seem boring, but I am sure they could have made a storyline.

According to PhilMarlowe2 on Television without pity who worked on that season said Charlie came with a month left of filming which makes sense because Frankie left around halloween and the season ended filming in December.
