I think Nurys has been on her victim high horse for a long time as well as telling Horacio that he needs to "speak up" and "be intimidating ".
Out of the options available, Michelle probably wanted to vote in Jenny but Nurys was scared that it could be something physical. So forces Horacio to strong arm Michelle by saying that if they don't come to an agreement, TJ might say that she has to go in. Michelle folds because she doesn't want to risk it, explains to Olivia and apologises. Olivia obviously forgives her.
But Horacio didn't plan for Nurys actually losing, so in the next daily, Horacio goes in because he tried to strong arm the social queen.
