Vegas would have been a serious contender in that final if they had everyone, I can also see Cancun being a possible contender if Jasmine got it together for that final.

No--Cara/Theo's lead would have been absurd. Nany would have likely done the same thing that Mattie and Georgia did. Cara & Ninja were the only two women finishing that final. That made it to the part when the separated into individuals.
