We know I don't like either one of them but this picture is normal--parents find it funny when their kids try to drink alcohol (he's not actually drinking alcohol) and, yeah, it would be safer if he had on a life jacket but it's common not to put a kid that small in one because they're going to be miserable and scream the entire time (just reality).
