If the no Challenge appearance thing is a rule that all makes sense. The only one that surprises me is Jackson as I feel like he's their target audience for this.

They seemee to have moved on from caring about the PC stuff. Jackson is younger and has a fan base. I couldn't care less that they're not using him but he would have made sense from a casting perspective.

Thinking about it the format of the show is really dumb. There's no incentive for the viewer to want to tune in for the all winners edition if we hate the American winner. Look at SLA. We didn't care for the winners..now imagine MTV telling us to tune in to watch the lame winners compete again next month against people that can't speak English and random Australians.
