Devin is wants allies in CT and Nam and then doesn't want them to go against him in an elim. Devin knows he's one of the weakest so he's always an option to go in so having stronger guys on his side would be helpful. It didn't work out for him obvs but it's not a bad strategy.
He's also cool with Kyle so he's not going to send him down to potentially lose his skull, targeting Leroy means ******* off his alliance (see: Thersea/Jay), and Gabby wouldn't have agreed to send down Fessy.
