Edit: Okay makes sense, it'd be more effective in order to ensure that the virus isn't spread to other nations visited and I assume they will quarantine after travel as well.

while I find anyone an idiot for freely going about anywhere during this time, I will say for travel purposes some countries may require a quarantine before entering as well as the airlines do defer checks and social distance on planes and forcing mask wearing (some airlines are enforcing it at least), and contrary to popular belief they don't recycle air it's a filtered system so while you're still in a long metal tube it's a little safer than you'd think. also it's prob just to make sure they don't have it before take off because then it'd be a waste of a spot on the plane.
