Two factors played into this, IMO. One was the format and how once numbers were established, certain people were going to be safe right to the end. And two, the rookies they chose were, competitively.. meh. Outside of Jenny, nobody really stood a chance. Big T and Esther were good for the show, Idris was never going to the end, and Sean (and others) were at a serious disadvantage.
This season with these rookies all coming in as a group, at least the Big Brother ones and Jay has a lot of friends on the cast, Plus with it being more than two teams, I’d be surprised if we don’t have a rookie in the final. Hoping for Kaycee and Jay.

Not only did she not win, there is no way her time was better the Hunter either but producers knew she was mst likely to steal the millions and give them what they wanted.
