The order of picking the teams haven't been confirmed on how that's based on yet. And keep in mind, some of these people don't know much about this show. Although, Ashley C. decision more likely had to do with the things Kayleigh told about Kam.

Yeah Cara should have been the easy number 1 pick but Ashley C probably didnt know much about this show and hes boys with Kyle who isnt cool with Cara
We just came off a season where Cara was an awful partner to Marie while Kam was amazing one to Kayleigh. It makes a lot of sense to go Kam over Cara.
He likely got a debriefing by Kayleigh as well.
