Because they wouldn't, the only girls on the chopping block for the troika were kam and natalie. If neither one was in the elimination They would most likely "keep their promise" to Natalie and vote in Kam. Did Kam know this? Who knows, maybe she knew she was going in no matter what and knew Tony would never vote for Kailah.
