Most black people in America aren't fully black (but mixed with European blood), which is why they come in a variety of shades and color ("lightskin" "brown" "dark" etc.), but this doesn’t prevent them from identifying as black. By your logic, wouldn’t MOST black Americans be considered "biracial"?
