No, it has nothing to do with a player being winless. It has to do with a player stating he'll accept any trade offer no matter the value of said offer. That is roster dumping and it is against league rules.
I honestly have no idea who you were even trying to trade for and don't care. The bottom line is Tyler has made it clear he is no longer in this to win and will wholesale giveaway his players at under fair market value.

You can't be trusted to manage your own roster as you've made it obvious that you are having a roster firesale. If you are not trading to make your team better, but only to make the team you are trading with better - it is a straightforward violation of the rules.
