Is the possibility of Cooke with CT out?

If Cooke was on it, wouldn't they have paired her with Dustin instead of CT? And if that was the case then there would be no reason for Jessica to be there. Unless if she refused to be paired with Dustin but accepted with possibly being with CT instead?
