It's basically just the PoC community of twitter reacting to many things. They have their own hashtag. And the recent trending topic, from what I rememeber, was #**********. It was an unfortunate typo in an Yahoo article that was suppose to be "bigger Navy".

Basically every meme online comes from Black Twitter, there's no specific link it's just hastags and memes that people make when something funny happens in entertainment or whenever someone tries the black community - people make a joke out.
