That doesn't mean there weren't bath salts.
Here is what they tested for, straight from the article.
They didn't test for bath salts because they are difficult to detect.The department's toxicology laboratory has identified the active components of marijuana," medical examiner Dr. Bruce Hyma said in a statement. "The laboratory has tested for but not detected any other street drugs, alcohol or prescription drugs...This includes cocaine, LSD, amphetamines (Extasy, Meth and others), phencyclidine (PCP or Angel Dust), heroin, oxycodone, Xanax, synthetic marijuana (Spice), and many other similar compounds."

Since it was an autopsy, I am sure they could test for a lot more things than in a field test situation since they could pull samples from his stomach/intestines/lining of his nose/throat/lungs if they so desired.
Sounds to me like something triggered a schizophrenic rampage which may not have been related to any substance at all. Since the police shot him while he had the guys face in his mouth, I think it is safe to assume something twisted was happening there.
